All right. Who's the idiot who decided not to put storm sewers in this city?

Come on, 'fess up you moron!

*sigh* My little legs are just too short to get me clear across a 6-foot wide river. No no, I have to land IN the river.

See, if I had a brain I would have worn my duckboots and brought my shoes with me. But no. I had to spend 10 minutes trying to pry a contact out of my eye before realizing the contact was no longer there, and hadn't been there for a good while (ouch). Then, thrown off kilter by my eyeball-scratching experience, I completely forgot to prepare myself properly for the weather.

I hope the river runs dry before I leave this afternoon.

Allow me to extend my apologies for your 'little legs' - I should have done more to ensure the tall Garretson genes shoved the short Ramey genes aside -

It's no use, Bronwyn...

I'm 5 feet tall, have disproportionately long legs for my stature, and I still had to go wading.

Stupid rain!

Stupid drainage systems (or lack thereof!)

I once got a contact lens stuck behind my eye. I thought I dropped it but couldn't find it and ended up wearing glasses to this formal party thing. All evening and night I was pretty sure it was still in my eye because my eye was BURNING but I couldn't get to it. The next morning I woke up, blinked, and suddenly I was able to see out of that eye. I was cured.
It was weird.
I didn't think that was possible.
It put me off contacts for awhile.
(I was 13 at the time and not fond of them anyhow, only wearing them occasionally.)

Boots are generally a good idea when there are big puddles.

Use a boat!

Use a boat to get to where you need to get. Preferably one with a roof or some other way to stay dry while in the boat.
